With an overall score of 10.98/12, Chile is at standard on the economic, legal, and political indicators that make up our Business Index. Chile is a market-based economy. Between 1973 and 1990, the government sold off many of its state-owned enterprises, and in the years since then the government has continued this privatization policy. At present, the government still holds its interests in CODELCO, the copper company, along with a few other, smaller enterprises. Chile's ongoing commitment to free trade and its openness to foreign investment are reflected in its policy of equal treatment to foreign and domestic investments, and no restrictions for the repatriation of funds. There is no longer any imposition of a minimum-stay requirement for foreign investment or restrictions as to who may hold foreign exchange accounts. The government offers export and tax incentives to investors, and tax rates are moderate. Property rights protection is generally reliable and cost-effective but Chile has a lax protection and enforcement of intellectual property rights. Corruption is of no concern to investors, as reflected in its ranking of 22nd out of 180 countries in the Transparency International's 2007 Corruption Perceptions Index.
