With an overall score of 6.9 out of 12, Mexico is progressing toward standard on the economic, legal and political indicators that make up our Business Indicator Index. Mexico has a market based economy and total government expenditures, including consumption and transfer payments, are low. Progress has been made in terms of privatization of the economy, although, the energy and electricity sectors have yet to be liberalized. There is little restriction on capital flows in Mexico but the country is categorized as having exchange controls since foreign currency accounts are permissible domestically but not abroad or vice versa. The trade laws are generally liberal in the country and the political atmosphere towards globalization is positive. The tax regime in Mexico is pro business, and property rights and bankruptcy procedures are properly established in the country. The political outlook in the country is stable and corruption is perceived as manageable as reflected by Mexico's score of 3.5 out of 10 and its ranking of 72nd out of 180 countries in Transparency International's 2007 Corruption Perception Index.
