Hong Kong SAR is a market-based economy, which from 2004 to 2006 grew around 7.5 percent per annum. Total government expenditures, including consumption and transfer payments, are low. Foreign investment is highly encouraged in Hong Kong and there are generally no restrictions on foreign ownership. There are no controls or requirements on current transfers, purchase of real estate, access to foreign exchange, or repatriation of profits. There is no capital gains tax, or are there withholding taxes on dividends and royalties, and profits can be freely converted and remitted. Furthermore, Hong Kong has a very favorable business environment with strong rules of law, and is open to tourism, trade, and investment. The judicial system is transparent and based on common law, and the country's constitution is a proponent of private property and freedom of exchange. Only the government owns land which, can then be leased out to foreigners and nationals under the same legal terms until the year 2047. Hong Kong is politically stable and most demonstrations are peaceful. Hong Kong ranks 14th out of 180 countries in the Transparency International 2007 Corruption Perception Index, reflecting its low level of corruption.
